Data Issue with monthly service numbers

Describe the bug

In line views, the service metric has an issue (or maybe two separate issues) with data. https://dashboard.transitmatters.org/red/?view=all

The first issue is what seem to be extra datapoints in the graph which are 0s. This video shows when panning across the bars there are two tooltips that appear for each month. One has the correct actual service numbers and the second has 0 for both scheduled and actual. This is happening only for monthly data and across all lines.

The other issue is that it seems scheduled monthly service data is 0 for all lines.

Steps to reproduce the behavior:

  1. Go to https://dashboard.transitmatters.org/red/?view=all
  2. hover each bar in the service chart
