It seems that your list (source code and output) contain some errors...
I re-built from scratch the plural rules as defined by Unicode CLDR: see http://mlocati.github.io/cldr-to-gettext-plural-rules/ and https://github.com/mlocati/cldr-to-gettext-plural-rules/
