Create option for a default WIKI page to be shown upon login

Each group may have its own rules and conditions, and there are global T&C's for the site.
It would be useful to have a WIKI page (or similar) in each group that can be forced to display upon each login to the group - to remind the user of the rules of that group.
The Group Admin could edit this page and choose whether or not it should be auto-displayed. Ideally only the Group Admin should be able to edit this page.
It could also contain useful information, such as default TLP status, and links to global T&C's set by the system owner.
