Some scrollbars are missing and others are appearing when they shouldn't

• At the far right of the app there is a scrollbar for the entire page that only scrolls up and down one pixel
• At the right side of the JSON view there is a similar scrollbar that also only goes up and down one pixel
• There are scrollable panels with no scrollbar
  • JSON view text
  • Column view columns
  • Right panel in JSON View with JSON / Schema tabs
  • Right panel in Column View with data Preview / Properties
• All scrollbars should be styled to match the dark theme
• The tree view scrolling works fine
