Keyboard shortcuts won't enable

What steps will reproduce the problem?
1. go to options
2. enable keyboard shortcuts
3. try to set the keys
What is the expected output? What do you see instead?
keys won't set. shortcut conflict error message appears.
What version of the product are you using? On what operating system?
5.1.4_0 on google chrome Version 34.0.1847.131 m on Windows 7
Please provide any additional information below.

the select lists after Ctrl + Alt + ... are empty and no options are available.
looks like the code that should populate the select lists doesn't work properly.
