Take off Rights field normalization to capital H for url

Right now, the Rights field that exports as dc:rights is normalizing itself with a capital H on the url string, likely as spillover from other normalization of paragraphs. Per Gretchen Gueguen of DPLA, please remove this normalization so that the url string will start with lower-case h:.
