Figure out what is going on with Shipping Manager performance

this was due to unnecessary loading of various global data, including all workcenters in the universe. in non-SN version, it was exacerbated by loading all workcenters in a dropdown list. I removed initialization and the related variables, and published in both Shipment Mgr and Shipment Mgr SN.
