Dependency versions are inconsistent

Your dependency references state version="[10.0.0,11.0.0)", but all of the packages are version 0.0.0.

The <version> element is set to 0.0.0 as opposed to $version$ in order to allow it to load in the NuGet Package Explorer. The value is overridden by the -Version $Version command line parameter passed to NuGet pack in build-2010.ps1, etc.
