Fix upgrade flow

People are having trouble when they upgrade. They end up upgrading their personal account first.

Fix this by:

  1. Allow people to create organizations on free tier.
  2. Allow them to even invite people to the organization
  3. But have no quota for databases until they upgrade the org to scaler.
