Pulse 14 de-DE: Shift variant of "2" and "6" missing

I had a quick look at the Pulse 14 de-DE layout: It appears the shift variant for the keys 2 and 6 are missing. They should probably be assigned to " and & and be found in XML elements with ID text288 and text296, but those are empty (<text ... />).

text276 is also empty. From the position that seems to be the shift variant of < (i.e. >). text1513 is &gt; at roughly the same position, so this just seems to be a duplicate.

Both issues are fixed by #3.
