Unable to run installer, Error from Windows Installer

When trying to run one of the three provided installer MSI's, we always get an error from Windows Installer saying "This installation package could not be opened. Contact the application vendor to verify that this is a valid Windows Installer package."
Tested on Windows 10 Build 18363 and Windows Server 2016 Build 14393
