Create twdb/sonde3 package

As the python3 sonde update is so large, instead of clobbering the existing sonde package it may be better to create a fresh package and copy from https://github.com/evanleeturner/sonde3. The open issues from twdb/sonde can then either be closed or migrated to the new package as twdb/sonde is no longer being maintained.
