Hi, Why the norm layer (BN or IN) not be used in the LiteFlowNet network? How would they affect the optical flow estimates?

Where did you find such a claim in the paper? Of course, a norm layer can be used in LiteFlowNet series (if you use it properly). I would encourage you to try it and report any findings.
