Using dependabot to manage dependencies

Basically, dependabot is a bot which manages and auto-updates dependencies. In case of a dependency update, dependabot will create a PR with heading Bump <dependency> from <current version> to <latest version>
Settings for dependabot resides in .github/dependabot.yml.
