Add endpoint for allowing admin to roll the schedule to the next block

There is a need to allow the admins to "put up the next schedule block on the wall"

I mean, this endpoint technically exists, though the schedule hasn't been filled out.

@brondsem Would you happen to know what the schedule blocks will be? What times we'll be running sessions? (ie: Friday, every half hour between 6p and 9p, etc)
