update install/paperpi.ini with sample configurations on package build

Build scripts should update the default .ini with sample configurations for all plugins.
This ensures that all new installs have a complete list of plugin configurations.

This will likely require rewriting some of the build scripts in python so they can load the sample configs from the constants files.
