Publish 0.7.0 to address binary incompatibility

#195 added a minor binary incompatibility. We need to publish a new version. Ideally before algebird publishes 0.13.0 which will depend on algebra.

Should we wait for cats 0.9.0? I'm not sure why, since I think cats-kernel 0.8.0 is compatible.
