Builds on Travis CI won't execute

A few weeks ago, I've migrated the build from travis-ci.org to travis-ci.com as an initial test if that speeds up our build (back then, the backlog on travis-ci.org was multiple hours).
Sadly, our free credits have just expired and Travis CI support has not yet agreed to allow us a quota of free credits. This means that builds are now stalled indefinitely.
In order to continue to do literally anything, the build needs to be migrated to GitHub Actions.
