Annotation being Placed on the Wrong Parameter

What steps will reproduce the problem?
1. Use the attached Jaif and Java file.
2. Insert the jaif.
3. Your output should match the attached output file.

What is the expected output? What do you see instead?
There should be NO repeated annotations.  The repeated @Untrusted should be one 
parameter over in front of the component (String) type on the parameter toMap.
