  • no issue on my end
  • reset uBO to defaults (filter lists / settings)

The previous "0 used out of 0" issue was here: #30, comparing the both cases, the difference is that this time there is no icons indicating network error: it's like the file has been fetched successfully, but maybe is empty or corrupted/truncated, hence contain no filters, or maybe somehow caused by https://github.com/gorhill/uBlock/releases/tag/1.57.2 even when it doesn't seem like it should be caused by it, but "The issue primarily affected Firefox" gives some probability of it to happened, of course assuming OP didn't update his uBO to 1.57.2 yet, but if OP already has 1.57.2 it might indicate the issue is still here and requires further fixing (aasuming the issue is not caused by some faulty "empty/truncated file" response from the server), the problem is that OP didn't provide "Details/Troubleshooting information". Anyway that still fits #30 (comment) description: "A filter list should never be empty, uBO has code to avoid trashing the cache when the returned response is empty."

Seeing gorhill was interested to investigate the previous/old "0 out of 0" issue, he might be interested to investigate the current one as well. @gorhill

Will have to close as unactionable given the missing troubleshooting information -- heavily cropped screenshots are of no use.
