The context-nav-menu uses /layoutDoc to pull various attributes to build out the nav menu. This URL is deprecated, and doesn't support things like personalization.
Switch to use a single URL, layout.json, and use portlet <parameter> values to build out the WidgetRenderer for the context 'popup'.
