Create "offline" home page

What we want here is,

  • env flag that switches the app into "not available" mode: APP_UNAVAILABLE
  • a fun home page that says "Sorry we're gone for now" (use the 500 error page image).

Nevermind; we may need to do this eventually but right now we don't need it.
