limit demographics data returns based on population threshold

Whatever population threshold we are using to limit data shown in NCR, we need to apply this same threshold in the API.

For the CSV: NCR invites users to download the CSV, so that seems like it should have the population threshold applied.
For the JSON: should this data access pathway also have a threshold applied?
