Compute 2km IEM tas/pr stats from seasonal means (unpooled)

Currently these stats are calculated from all month/years in a season pooled, so there are 59 * 3 data points. Instead, compute the seasonal means first. Preprocessing file: iem/tas_pr_2km/preprocess_historical.ipynb.
Note - weight the means based on length of month!
