CMIP3 / CMIP5 app - Region inputs

Restructure location inputs for spatial regions in accordance with the new directory hierarchy where the data files are stored. Effectively, separate menu options by sub region/spatial scale.

1. Ensure app includes proper metadata object updates such as region category labels.
2. Consider moving the spatial scale and geographic location menus from the bottom to the very top of the data selection menu, bumping everything else down in original order.
3. For now, the scale menu will offer, in additional to cities, five levels of geographic regions: Political boundaries, three scale levels of Alaska ecoregions, and LCC regions.
4. An arbitrary number of regions and region categories can be added later.

Re: 3 above, some LCC regions have been added. Re: 2 above, this reorganization of location inputs is even more sensible with the eventual inclusion of Alfresco variables because the variables which populate the variable selection menu will be conditional on region vs. city selection.
