Re-add the EOLRuby check to brakeman after we upgrade to ruby 3

We are aware that ruby 2 is at EOL. PR #3049 skips brakeman's CheckEOLRuby so we can proceed with the rest of the GitHub actions and tests that continue after the breakman checks.
We will remove the skip of this check on the brakeman config file when we complete the upgrade to ruby 3.
