consolidate HWE repos and build workflows

We have a number of HWE (hardware enablement) repos in this org:
- https://github.com/ublue-os/asus
- https://github.com/ublue-os/asus-nvidia
- https://github.com/ublue-os/framework
- https://github.com/ublue-os/nvidia (this repo)
- https://github.com/ublue-os/surface
- https://github.com/ublue-os/surface-nvidia
I'd like the consolidate all these repos into one as it will greatly simplify our maintenance. Currently, I know for sure, some of these repos are missing features and fixes found in main and nvidia because it's a lot of headache to fixup all the different repos.
