Feature request: Add a message that not all interdepartmental projects have orgs.

Shannon had inadvertently omitted adding an interdepartmental project's orgs to here interdepartmental projects list because the project now only had a single department. This caused the project to be excluded from the projXOrgR table and no expenses could be assigned.

We need to add a check that verifies that there are a minimum of 1 project per interdepartment project.
