Update CurrentFiscalYear table with fiscal year set in UI

Please update the current fiscal year table with the fiscal year value set in the UI once it has been set. Also, please read the value from the table to set the fiscal year in the UI, and update the table if the value is changed.

This is just an short term solution until we can move the SQL out of the database and into the app.
