This has a small chance of happening for PPM transfers.
We don't want to re-sent these, but have accounting go in and manually fix them in oracle.
We need to figure out a status for these, and probably a way to move them to completed.
Maybe just leave them in processing, and have some kind of info thing saying they are warning?

Probably need a button to move them to completed if an admin fixes them in oracle.
