Better handling of people without AD3 accounts

It is possible for an individual to arrive on PPS, and thus IAM (and thus RM) but not have a computing account, in the worst case, for potentially weeks or more.
RM should gracefully handle this by remembering who still hasn't appeared but needs syncing, and periodically trying to sync them again.
This state could be exposed in the UI.
