Why do you use a length 919 binary target vector , and how do you encode them?

The data is from DeepSEA, which you can find more information about here: http://deepsea.princeton.edu/help/

Basically, the authors of that paper selected 919 cell type and chromatin marker combinations. How they encode those markers in binary format can be found in their main paper.
