How are decoders linked to signal types?

I'm looking at testing the Econolite-built MOE decoder for Eos with ATSPM, but I'm not sure how to actually tell ATSPM to use that decoder for Eos signal types. I found the entry in the database to add the signal type and specify the MOE path, port, username and password, but I don't see how I can then link it to a specific decoder executable. I'm pretty sure I can rework the Siemens decoder for now as the process is the same: call the manufacturer's executable, which decodes the data into CSV files, then import that to SQL. I intend to make a copy of the Siemens decoder package and rename everything accordingly.
