Chart Default Values

I am having trouble finding where to change the default chart values in version 4.2.3.. At high volume intersections, we are seeing TMC flow rates greater than 2000 vph and would like to change the default starting value for creating a chart. Where is this setting? Note that yes i can change the value each time i create a chart but would like to increase the starting value so we do not have to enter it every time.
