Create availability model for spherical tokamaks

The Morris availability model is tailored for DEMO and as such is missing systems (e.g. replaceable CS), or doesn't work, for spherical tokamaks.

I'm going to create a new model that is more suited to an ST and hopefully can be updated in the future to be generalised to any tokamak.
