[BUG] Warning about `neqns` printed inappropriately

Describe the bug
The following error message is being printed even on input files that include a mixture of equality and inequality constraints (and hence require neqns to be stated)
The total number of constraints is counted automatically and does not need to be stated in IN.DAT.
Steps to reproduce
Run the included input file (that has removed f-values for inequality constraints) on PROCESS.
