[BUG] Spherical Tokamak has `vv_stress_quench = nan`

Describe the bug
Spherical Tokamak regression mfile has a nan VV stress.
Steps to reproduce
- Run
process -i tests/regression/input_files/st_regression.IN.DAT - View the resulting MFile
Expected behaviour
VV stress is a real number

@chris-ashe suggests setting d_vv_in to something small, e.g. 0.2 should fix the problem
