What steps will reproduce the problem?
1.Run executable with standard parameter

What is the expected output? What do you see instead?
Standard output expected, instead get error "utf8 codec can't decode bytes in 
position 1-3: invalid data"  Screenshot attached.


What version of the product are you using? On what operating system?
Windows 7 fully patched as of 2013-10-29

Please provide any additional information below.
Location is São Paulo, Brazil
