Missing Instructions for Windows Users

The Pro course has some of the same issues on Windows as does the seed course, so it would be helpdul to link the github issues page with the fix(es) for this(ultimatecourses/angular-fundamentals-seed#10) for folks who did not also purchase the Basics course, to minimize frustration and time searching for this issue.
