As a NECOC DMS user I want to see summary data about the location I am looking at So that I am aware of the baseline disaster situation in the location

• Add Summary overlay that is by default visible (As per mock up)

Acceptance Criteria

• Given that I am a NECOC DMS User When I navigate to the dashbaord Then The summary overlay will be displayed (as per mockup) showing summary data at the national level
• Given that I am a NECOC DMS User When I navigate to the dashbaord and I navigate to a specific District Then The summary overlay will display showing summary data at the district level
• Given that I am a NECOC DMS User When I navigate to the dashbaord and I navigate to a specific sub county Then The summary overlay will display showing summary data at the subcounty level
