Show what issues are closed or addressed

It would be nice to show what issues are closed or addressed, i.e., there is an approved and merged pull request in UnitaryHACK, but other pull requests could be submitted, as they are non-exclusive.
We could add a "HACKED!" or similar note next to the relevant issues, either closed or addressed. For those that are closed, we could simply strikethrough or add the note "[Closed]".
This issue in QuTiP has been addressed with a merged PR. It is not clear if it's completely closed, as per the discussion in the related PR on remaining bugs.
