Can this plugin 100% replace vue-loader?

For some reason, I am still using webpack yet.

Can this plugin 100% cover vue-loader 's features?

If it can not, what are the different features between them?

HMR for webpack is not implemented.

I am not familiar with the HMR API of Webpack/Rspack. PR welcome.
