Add label automation

Add label automation to help track tasks. The more we write things down, the easier it is to on-board new folks, or communicate project internals to clients. Granular task management comes with some overhead - we can use this example to keep things running smoothly.

This requires some work to configure, so I don't recommend we pursue unless there's a very strong need. Mostly adding this issue to highlight some project-management ideas.
