[Bug]: Audit Report V2 Tab - Project Description and Project Expenditure Category Group fields not displaying corectly

Why is this issue important?

These fields are helpful for partners admins to review audit reports

Current State

Expected State

• project description and project expenditure category group should be filled in for all projects in the Project Summaries V2 tab
• These fields should reflect the values from most recent valid report for the project ID for the current reporting period

@ajhyndman I do see columns B & C as filled in, but this no longer seems to be updating if the EC Code changes.

For project id: 876, I updated the EC Code to 1.3 and updated the description, but that is not reflected in the audit report (it shows only the EC Code and description that was initially submitted).

Tested and this is looking great in staging, thank you @ajhyndman !!

Tested changing the EC code within the same category and across, and description & group fields are displaying correctly
