Update Drupal Core due to vuln

A security update was released for D8 today. Details at https://www.drupal.org/SA-CORE-2017-003

Depending on timing, we may be able to wait for Lightning to update as a distro if we don't want to try to update core independently.

The latest version of Lightning updates core to manage this.
