Improve comparator with more analysis

The comparator and associated GitHub action were built as a foundation to add analysis features between the locally generated score and the one in production. We've identified a few areas that we'd like to bolster the analysis.

Those areas include,

• Counting the number of disadvantaged tracts
• Counting the number of added and removed tracts from the disadvantaged list
• Adding population count to the disadvantaged tract comparisons
