ability to specify blobstore urls in cannon commands

instead of specifying a package name, it should be possible to specify a cannon package through direct blobstore urls.

for example, cannon inspect ipfs://QmWr4kifuW1dBcJaKJDHYZFVW6CU8U1T1LKD9NHyUYG3Nm should work
