Center and adjust top margin for alert on components

Describe the bug
- The alert bell and the text next to it should be centered vertically in that the text and icon should have the same middle point on the x-axis.
- We should enforce a 12px margin between the div that contains the alert bell icon and the text and the divider line above. Right now it looks like its a little too small of a margin.
To Reproduce
Steps to reproduce the behavior:
- Go to a plan details page. (URL with /plans/{plan_id}). You can get here by clicking on a plan in the plans tab
- See the alerts or set alert if the plan has components
