Some topic tiles are blank

The Groups and Schools tiles on the Topic landing page are blank. Are we missing images from NARA or is there a bug here?

The records related to the two missing NAIDs are in the records.csv generated but are not in the records.json.
@danielboggs any idea why this would be happening?

This is now resolved. Related to #218
