Scrolling while hovering over image viewer just zooms in/out on the image

On an individual item page, scrolling over images zooms in or out. You must take special care to scroll down to the information. If your cursor is over the image interaction buttons, you can successfully scroll, but this isn’t immediately intuitive. This needs to be fixed, this is an unwanted interaction.

@matbrady this sounds like it will require a design change, which I think is fine. Let me know if you agree.

@lizzycederberg reducing the width of the viewer would certainly make is easier for the user to avoid being trapped. Otherwise, we would need more ui and functionality to force user to interact with the viewer before they can zoom

@matbrady Let's go with that and we can show it to them on staging to see if they think that resolves this.

@matbrady NARA still thinks this is an issue because a mouse can still "get trapped" in the viewer. Do you have any other suggestions? cc @sbarcelona @danielboggs

The only other thing I can think of is removing the ability to scroll to zoom, but that feels like a loss of a useful feature.

The mouse does not get trapped -- trapping suggests that the mouse cannot leave an area -- this is simply an unfamiliar UI to those who are new to scroll mouse interactives. Folks who have experience with scrolling mice are not likely to be confused and will appreciate the functionality.

If the client remains unconvinced, a usability test could be performed to see how quickly folks suss out the tool, and how many, if any, are stymied.

Thanks for the context @lfrancis but I think they seem pretty set with changing how this works.
